NOTICE OF VIRTUAL PUBLIC HEARING
PLEASE TAKE NOTICE that the Township of Buena Vista Planning and Zoning Board (the “Board”) will hold a virtual public hearing on December 23, 2020, at 6:00 PM, at a special meeting of the Board, to review and take formal action upon the application of Milmay DG, LLC (“Applicant”) for preliminary and final major site plan approval, together with bulk variance and/or design waiver/exception relief (the “Application”), with respect to property having a street address of 1168 Tuckahoe Road, in the Township of Buena Vista, County of Atlantic, State of New Jersey 08340, and being designated as Block 8416, Lots 2 and 3, on the Tax Map of the Township of Buena Vista (the “Property”). The Property is located at the intersection of Tuckahoe Road (a/k/a Buena Tuckahoe Road a/k/a County Route 557) and Broad Street (a/k/a Bears Head Road a/k/a County Route 552).
Applicant, by way of the Application, proposes to construct on the Property an approximately 9,100 square foot retail store to be used as a Dollar General, together with related site improvements including but not limited to, parking spaces, signage, lighting, drainage, and landscaping.
In connection with the Application, Applicant seeks the following bulk variances and/or design waivers/exceptions: (i) providing more lot coverage than permitted (10% permitted, 24.9% proposed); (ii) providing a driveway located closer to an intersection than permitted (75 feet permitted, 20.7 feet proposed); (iii) providing fewer parking spaces than required (46 spaces required, 30 spaces proposed); (iv) providing a greater attached sign area than permitted (50 square feet permitted, 97.5 square feet proposed); (v) providing a greater freestanding sign height than permitted (15 feet permitted, 21 feet proposed); (vi) providing a greater freestanding sign area than permitted (32 square feet permitted, 97.17 square feet proposed); (vii) providing a greater driveway width at a right-of-way than permitted (50 feet permitted; 90.3 feet at Tuckahoe Road and 120.5 feet at Broad Street proposed); (viii) providing less of a two-way driveway width than required (30 feet required, 24 feet proposed); (ix) providing a greater curbline opening than permitted (50 feet permitted; 90.3 feet at Tuckahoe Road and 120.5 feet at Broad Street proposed); (x) providing a loading space that also serves as a drive aisle where a loading space is not permitted to be devoted to another use; (xi) providing paving thickness that differs from what is required; and (xii) providing no sidewalks where same are required.
Applicant also seeks any additional exceptions, waivers, design waivers, variances, interpretations, de minimis exceptions, modifications of conditions of prior approvals, continuation of any preexisting nonconforming conditions, and other approvals reflected on the filed plans (as same may be further amended or revised from time to time without further notice) as may be determined to be necessary during the review and processing of the Application by the Board and its professional staff.
Pursuant to the declarations by the Governor of the State of New Jersey [Executive Orders 103 and 107], and the mechanisms that have been used by local governments during emergencies that render in-person meetings less than optimal, the public hearing will be held by online/virtual means and telephonically only. During the virtual public hearing, any interested party will have an opportunity to listen to and, if participating online, view the hearing in its entirety, be heard (ask questions, provide comments or offer evidence) by either (a) participating online by visiting https://www.gotomeet.me/StonefieldEngineering/beunavistatownshipvirtualmeeting and following the instructions provided to join the online/virtual meeting or (b) participating telephonically by calling 1 (872) 240-3212 and entering access code 401-451-877. The foregoing information for participating in the meeting via online/virtual means and/or telephonically will also be available on the Township of Buena Vista’s website at http://www.buenavistanj.com/, as well as at http://meetings.stonefieldeng.com.
Participating via online/virtual means or telephonically is free of charge to the public. If participating via online/virtual means, you may install GoToMeeting on your computer, tablet, or smartphone in advance of the virtual public hearing by visiting https://global.gotomeeting.com/install/851851397.
There will also be a portion of the virtual public hearing dedicated to public questions, public comment, and the opportunity for the public to offer evidence, with individually or by attorney.

The Application materials and supporting documents (including maps and plans) will be available for public inspection free of charge to the public by visiting http://meetings.stonefieldeng.com at least ten (10) days before the virtual public hearing. Alternatively, members of the public may review the Application materials and supporting documents (including maps and plans) in person, in the office of the Board, during regular business hours, which are typically Monday through Friday, 9:00 AM to 4:30 PM, within the Township of Buena Vista Municipal Building, located at 890 Harding Highway, Buena (Township of Buena Vista), New Jersey 08310. In addition, all exhibits which will be relied upon during the virtual public hearing, together with the review letters of the Board’s consultants, will be available for inspection forty-eight (48) hours before the virtual public hearing at http://meetings.stonefieldeng.com. The virtual public hearing may be continued without further notice on such additional or other dates as the Board may determine.

Construction to Occur on Sixth Street – Railroad Tracks

Please be advised beginning Tuesday, August 4th at 7:00 am, Sixth Road between Tenth & Eleventh Street will be closed due to repairs at the Railroad Tracks by Conrail. Sixth Road is anticipated to be open on Thursday, August 6th at 7:00 am, weather permitting.

SERVPRO comes to Buena Vista Township
On January 20, 2020, SERVPRO celebrated its ribbon cutting at their new Buena Vista Township facility. Mayor Teresa Kelly, Deputy Mayor John Williams, and Township Committee Members David Turner and Ronnise White were present. President of SERVPRO, Mike Logue, said, “We would like to thank Buena Vista Township and the Atlantic County Economic Alliance for their assistance in our relocation. Special thanks to the family of the late Mayor Chuck Chiarello for all his help.

2020 Brings Major Improvement Plans to Buena Vista Township
2020 promises to be a very active year for Buena Vista Township. Some projects, which were started in 2019, are now complete; such as the upgrading of LED high efficiency lighting at Michael Debbi Recreational Park in the Richland section of the Township.
In addition, the Township’s $400,000.00 local road program including surveying and designing in 2018 was completed in the Spring of 2019. The roads included Sixth Road in Newtonville, Railroad Boulevard in Richland, Main Avenue and Washington Avenue in Richland.
Another great road project to begin in 2020 comes with a N.J. DOT Road program designated for Chestnut Avenue. The Township received two grants, one for $290,000 for Phase 1 and another for $305,000 for Phase 2. Both of those grants combined will allow the Township to bid out that whole project in the Spring of 2020 and complete the entire length of the Road.
Another project started in 2018 was to remove an old portion of our Public Works building on Union Road in East Vineland. The plans are complete, and the funding is in place for a long-term, low interest loan that will take away the old concrete portion of the building which was built in the 1950’s. The new addition will be built approximately on the same size footing as the original, but will be wider and the same height as the other part of the building. This new addition will allow us to store more equipment indoors, have a better work area for repairs and offices for the management. The funding for this project comes from the United States Department of Agriculture (USDA).
The Township is excited to see new or improved commercial retables. The new Tractor Supply company, broke ground in December 2019. It is located on Wheat Road. Existing commercial businesses have remodeled, including Sidelines East Bar & Grill located on Tuckahoe road in Milmay. Richland General Store is now a True Value Hardware store, located across from the Seashore line’s train station on Route 40. Orlandini Tile Supplies remodeled their store, also located on Rt. 40 in Richland. The new Steakouts Homeplate located on Route 54 near the Buena Regional high school, just opened. Richland also sees the addition of Smokeology, which is a family owned BBQ restaurant next to the Post office in Richland.
ServPro of Atlantic City, Hamilton and Hammonton have moved their operations from Berlin to Buena Vista Township on Harding Highway. The Township is excited to see another existing commercial building being used. They are a leader in commercial and residential cleaning and restoration services. Buena Vista is also of proud of all our farms and garden centers that have fresh food, flowers, plants, many items, not found anywhere else. Last summer we had a tour of all our farms markets, and are planning another one this spring.
We look forward to working on new projects and investigating available resources that would help maintain our businesses and invite likeminded ones to come give us a look. While we are a smaller community and limited by Pineland regulations, we still try to get everything we need to make life more comfortable for our residents.
